Runtime Governance Principles
This chapter defines the core design principles of Atlas Runtime Governance™.
These principles dictate how Atlas collects evidence, organizes investigation workflows, and constructs a continuously compounding runtime governance system.
Principle 1: Evidence First
Runtime investigations must be built upon runtime evidence.
Atlas prioritizes collecting and organizing:

Investigations should be grounded in objective evidence, rather than empirical speculation.

Atlas transforms historical investigation results into Runtime Governance Assets (RGA).
When a new investigation begins, Historical RGAs should be retrieved first.
This enables engineering teams to:

- Reuse accumulated experience
- Shorten issue localization time
Investigations should begin with organizational knowledge, rather than starting from scratch.
Principle 4: Separation of Responsibility
Responsibilities are clearly separated between Atlas and engineering teams.

Engineering teams are responsible for:

The conclusion of an investigation is not the end of the process.
Every completed Investigation produces:
- Investigation Result (IR)
- Lesson Learned (LL)
- Updated RGA
These outputs continuously flow into the organizational knowledge repository for future reuse.
Organizational capability grows continuously with every investigation.
Principle 6: Runtime Boundary Focus
Atlas focuses strictly on the runtime boundary.
