What is Runtime Governance?
Runtime Governance is an engineering system designed to continuously observe, organize runtime evidence, and reuse historical investigation experience.
Its goal is not to replace engineers, but to make the investigation of every Runtime Execution Failure (REF) faster, standardized, and reusable.
Atlas transforms runtime investigation from a one-off engineering activity into a continuously accumulating organizational capability.

The real challenge is not collecting data, but quickly locating event-relevant evidence within vast amounts of runtime data.

To organize massive runtime data into navigable, reusable, and continuously accumulating engineering assets.
Atlas First Principles
The design of Atlas adheres to the following five principles.
1. Evidence Before Opinion
Any investigation should be built upon runtime evidence, not empirical guesswork.
2. History Before Reinvention
For every new REF, Historical RGA should be recalled first.
Engineering teams should begin investigations from existing experience, rather than repeating work that has already been completed in the past.
3. Engineers Make Decisions
Atlas does not replace engineers.
Atlas is responsible for:

- Persisting
- Organizing
- Retrieving
- Correlating
Final investigation conclusions are always confirmed by engineers.
4. Organizational Knowledge Compounds
After every investigation is completed:
- Investigation Result (IR)
- Lesson Learned (LL)
- Runtime Governance Asset (RGA)
All become organizational assets.
The next time a similar event occurs, they can be directly reused.
Organizational capability compounds continuously with every investigation.
5. Standardized Investigation
Different engineers should adopt the same investigation workflow.
